You BET It Looks Funny to Voters!!!

This Network America e-wire says it all about mail in voting, and more. Contained within this one story are key principles which illuminate why mail in, internet, computer, and machine voting --- all NON-transparent voting processes as far as the public is concerned – must be outlawed.  This newspaper account is also a perfect lead in to the upcoming Network America ewire on the Reform Party National Primary being conducted with mail in and e-mail votes by eBallot.net Inc. (for the modest fee of $950,000).

This newspaper story was sent to me by retired Hollywood detective and author, Gary Wean. It ran in the Oregonian newspaper, Portland, Oregon’s newspaper since 1850. The newspaper story is dated May 23, 2000, and begins on page A-1.

Here are key excerpts from this important article:

Excerpts from the body of the article: Mutnomah County election officials declared Portland Public Schools $78 million tax increase a winner Monday, nearly a week after reporting that voter turnout didn’t reach the required 50 percent.

Turnout in the vote by mail election steadily inched beyond 50 per cent as election workers took five days to add voters who cast ballots outside the county and to purge thousands of ineligible voters from the rolls.

“I know this must look funny to voters out there,” said Vicki Ervin, Multnomah County elections director, describing the process that changed the outcome of the election.

“It’s mathematics,” Ervin said. The number of ballots cast increased, she said, and the number of eligible registered voters decreased. . . . . . .

On election night, it looked grim for Portland school supporters.

Election officials projected defeat . . . School officials and Mayor Vera Katz conceded defeat and planned another try in the general election . . .

How did it turn around?

By state law, county elections officials have 30 days after the election to review voter lists and make changes.

On the negative side of the equation, Multnomah election workers purged ineligible voters after reviewing the ballots returned by the Postal Service. Many of those individuals were still on the registration rolls yet had moved out of the school district, the county or the state.

On the plus side of the equation, the election night total of 105,947 did not include ballots cast by voters who left the school measure blank. These ‘undervotes’ added about 9, 200 ballots. Then ballots turned in to other counties added another 1,300, and damaged ballots that had to be counted by hand added another 1,500 to the total.

The 50 per cent turnout requirement makes determining the number of eligible voters a crucial calculation. On election day, Ervin said the school district had 242,006 registered voters. To remove names from the roll, without improperly disenfranchising voters, the county uses specific types of evidence that a person has moved.

Before election day, Multnomah County purged from the roll several thousand people who had not voted in the past five years and who failed to respond to a notice sent out by the county.

After election day, the county removed the names of voters whose ballots were returned by the post office as “undeliverable.” Election ballots cannot be forwarded. Election workers had to verify in each case whether the voters updated their registration by election day.

As of Monday, removing those names had reduced the roll by 6,452 names, pushing the turnout over 50 per cent . . .

Now, to illustrate the lessons contained therein, we will re-quote some lines for the above article, set off in quotation marks, followed by our Network America (NA) comments. Then we will end this e-wire with a short catechism of questions and answers on mail in ballots.

NA Comment: We are taking everything these election officials are saying on faith. Since the votes were mailed in, we are taking it on faith that some faction in or behind election headquarters did not switch some, a majority, or all of the mail in ballots.

NA Comment: If the Board of Elections in each county would allow people to register up until 30 days before the election, and then mail out post cards to all who have registered, and then remove those who come back as undeliverable, which process could be completed within 2 weeks, leaving almost 2 weeks to remove all the undeliverables for the voting rolls, -- then the election day officials at each voting precinct, usually neighborhood citizens, would have an accurate list of eligible voters as the voting began on election day. . . . NEXT, if only eligible voters who came to polls could vote, and if the votes were kept in a transparent locked box (with a slot for dropping one’s marked ballot), and if at closing time the ballots were counted in public by scrutineers from all factions, and if the results were then posted in public view before the ballots left the precinct ---- then, you would have a verifiable process where no one would be taking anything on faith – the exact opposite of the process described in this article about Multnomah county, Oregon –where everything had to be taken on faith.

NA Comment: Obviously, the Mayor and school officials had never heard of the creative ways that the election officials snatched victory from the jaws of defeat --- or they would never have conceded defeat on election night --- they would have said, “We’ll wait for the after election procedures before we comment.” NOW, every election can become like the old Dallas TV series, where Bobby was killed, but then re-appeared in the shower after being “dead” for one year. Solution? Every episode in the preceding year, you see, had just been a dream of one of the characters of the Dallas cast.. OR, every election would become like the first modern Superman movie, where Lois Lane died, but then Superman flew around the earth over and over again so fast that he caused time to actually reverse, and then revisited the scene BEFORE Lois died, and this time saved her! In other words, potentially, with mail in and internet voting, no election result can be considered final on election day. This is also reminiscent of 1992 when, the day after the 1992 New Hampshire Primary, Larry King began his show by informing guest Pat Buchanan that 10,000 ballots had been “found” that morning in New Hampshire, dropping Buchanan from 40% to 37%.

NA Comment: This is a terrible law. All voter registrations should be final on election day. The only exception being if a voter could show that a clerical error had been made. This would mean his postcard was erroneously returned as undeliverable to the Board of Elections, which could be corrected with a quick call to the appropriate post office. The postcard method of determining eligible voters has proven a good one, and was used for most of this century. All motor voter and instant registration methods MUST be done away with to have sane elections.

NA Comment: What? These wonderful computers that counted the ballots in Multnomah failed to count the 9,200 ballots – as ballots – just because the voters didn’t mark a vote on the school levy issue??? Sounds preposterous. Again we’re taking the whole thing on faith. Such would not be the case if the ballots were counted in each neighborhood precinct by the neighborhood citizens. Next, no ballots would be turned into other counties if everyone had to vote at their neighborhood precinct. And damaged ballots? This damaged ballot scam would be non-existent if the votes were counted immediately upon the closing of polls in neighborhood precincts. Mr. Paul Ernst, long time Democratic worker in Cincinnati, was told in the 1980s by officials at the Hamilton County Board of Elections that up to 9% of the computer counted ballots were spoiled, i.e, DESTROYED, during the process of trying to count ballots by the computer process. How’s THAT for respecting the will of the voter. The whole thing is totally absurd, and only a crook would want to keep such computerized, mail in and internet voting processes in place once these realities are known.

NA comment: Since a turnout of over 50 per cent combined with a 50%+ favorable vote from those who voted meant the $78 million levy passed instead of failed . . . . . how conveeeeenient!!

Now for our brief catechism of questions and answers:

Q. Could the election officials in Multnomah county have been telling the truth about every aspect of the mail in process?

A. Yes, they could have been telling the truth about every aspect of the mail in process.

Q. Could Vicki Ervin have been telling what she thought was the truth, but the ballots have been manipulated by a team or teams of crooks unknown to her?

A. Yes, that is possible also.

Q Could the election officials have been lying about every phase of the post election processes that changed the final result?

A. Yes, the election officials could have been lying about everything that changed the election result.

Q. Do we, the citizens, in this or any other election involving mail in or internet or computer vote counting, have any way of telling if such election officials are lying?

A. No, we do not have any way of telling.

Q. So what’s the answer?

A. On the spot voting in the neighborhood precinct by eligible voters, counted by all factions of the neighborhood citizens in public as soon as the polls close – as described above. If election day were a national holiday, and if those working the polls and counting the votes were selected randomly as in jury duty, and paid for their time, then there would be no problem in finding non-government workers to do the job, which is at is should be. (As reported elsewhere, India, Israel, Great Britain, and Canada count votes at the polling place using citizens in roughly the way described above.)

 Q. Does this mean that absentee ballots would be outlawed?

 A. It would mean that absentee ballots could be outlawed – not ideal, but presently absentee and other mail in ballots make the whole election unverifiable, with a strong advantage to manipulate results residing in the hands of those running the Board of Elections – the very people who have the most powerful motives to cheat, steal votes, and keep themselves in power. One possible compromise suggested by honest election crusader Chuck Geshlider of Nevada: have a large transparent fiber glass case, maybe 8 foot by 4 foot, in a public place; have the postman deliver all absentee ballots directly into this case, with all factions welcome to have witnesses at the case around the clock OR to mount computer cameras, like security cameras, on the case at all times during the absentee voting period, which should be no more than two weeks before the election, ending at the time the polls close on election day. At that point the case could be unlocked and absentee votes could be counted as in a neighborhood precinct. Absentee voters would have to be identified, so that it could be checked that they didn’t vote twice, and that no one had voted for someone else. A proven election violation, in abentee voting as in all cases, would involve 10 years in jail and loss of citizenship for life. (Remember, the entire future of the country is at stake; the election process must be guarded as sacrosanct.)
